It depends on the destination market. For the US, CPSIA governs total lead, lead in paint, and phthalates, and ASTM F963 covers mechanical and physical safety. For the EU, EN 71 (parts 1-3) and the Toy Safety Directive apply, plus REACH for chemical substances. We run the small-parts cylinder test, sharp-edge and sharp-point tests, and coordinate accredited lab testing for every mandatory requirement.
We recommend a tighter-than-standard 0 / 1.5 / 2.5 plan for children's products: zero tolerance for critical safety and function failures, 1.5 for significant defects, and 2.5 for minor cosmetic issues. Any safety-critical defect — a detachable small part, a sharp edge, or a chemical exceedance — is treated as a fail regardless of quantity.
On-site inspection typically takes one full day per lot. Accredited lab testing for chemicals (lead, cadmium, phthalates) adds 5-7 business days, while mechanical and flammability testing usually returns in 3-5 days. We collect samples during the inspection so lab work starts immediately and results are consolidated into a single report.
The small-parts cylinder is a standardized test tube (about 3.17 cm in diameter and up to 5.71 cm deep) that simulates a young child's throat. Any detachable component or part that breaks off under normal use and fits entirely inside the cylinder is a choking hazard and fails for toys intended for children under three, per CPSIA and EN 71-1.
